Аннотация Purpose: determining and substantiating the potential of “smart technologies” in organizing the protest actions in the 21st century. Design/Methodology/Approach: In the context of the above problem, a range of methodological approaches is distinguished, which offer the research tools for analyzing the forms, methods, and principles of applying “smart technologies” in protest activities. Distinguishing communicativeness as the main characteristic of “smart technologies” leads us to the conclusion on the relevance of using the communicative approach. Communicative determining records dependence between the level of development of the means and technologies of communication and the models of public behavior. The empirical basis of the research is case study, which allows – based on certain practices of using information and communication technologies in protest activities – determining the tendencies, specific features, and organizational potential of “smart technologies” in modern protests. Results: It is determines that “smart technologies”, presented by various means and technologies of communication, are an inseparable part of a modern protest. Emergence and wide dissemination of “smart technologies” leads to their gradual integration into the activities of various subjects. Development of communication technologies leads to increase of effectiveness of group actions’ organization, which is due to minimization of material and time resources in the process of consolidation of the opinions of a certain group of interests, aggregation of the political position of a collective subject, and coordination of actions. Originality/Value: This study shows that transition to a new technological level of communication means of protesters is connected to the influence of factors of the external environment (priority of quick dissemination of information, necessity to provide objective information in photo and video, possibility of deanonymization of the organizers and coordinators of protest activities). “Smart technologies” are tools that allow optimizing certain tasks in the activities of various subjects. Application of “smart technologies” by opposing parties leads to formation of a competitive environment, where technological progress is connected to organizational progress.
