Center for Public Diplomacy of Volgograd State University

General Information

The idea of establishing the Center for Public Diplomacy belongs to Oleg Inshakov, Honored Scientist of the Russian Federation, Honored Professor of Volgograd State University, Director of the Research Institute for Socio-Economic Development of the Region at Volgograd State University, Doctor of Economic Sciences, Professor.

Rector of Volgograd State University (1995–2014) Oleg Inshakov proposed the establishment of public diplomacy centers at leading universities of Russia’s regions during the “Public Diplomacy as a Guarantee of Sustainable Urban Development in the 21st Century” panel session held as part of “The Battle of Stalingrad in the Destinies of Nations” International Scientific and Practical Conference on February 1, 2013.

On February 11, 2013, during the celebrations marking the 70th anniversary of the Battle of Stalingrad, a resolution was signed by representatives of Volgograd’s twin cities. The resolution contained a number of important initiatives that the conference participants addressed to the United Nations, proposing to declare 2014 the Year of the World Twin Cities Movement and to consider establishing a network of Public Diplomacy Centers under the auspices of the United Nations.

The Volgograd State University Center for Public Diplomacy was established by Order No. 01-07.1-49 of January 23, 2015, pursuant to the Agreement between the Municipality of the Hero City of Volgograd and Volgograd State University “for the development of Volgograd, the promotion of its scientific, economic, and human potential at the regional and international levels, and the promotion of socio-cultural and other significant projects of Volgograd State University”.

On February 3, 2015, O. Inshakov, President of Volgograd State University, Doctor of Economic Sciences, Professor, was appointed Head of the Center for Public Diplomacy.

Mission and Objectives

The Center’s mission is to shape and promote an attractive political, social, and economic image of Volgograd at the regional, national, and international levels.

The key objectives of the Center are:

• to operate the Center as a multifunctional communication space for international humanitarian cooperation in the fields of public initiatives, culture, education, and science;

• to unite the efforts of interested Russian and foreign governmental and non-governmental organizations and partners, aimed at developing public diplomacy, interethnic and interfaith harmony, friendship, and mutual understanding among peoples;

• to create conditions for practical interaction among civil society institutions, including youth and women’s organizations, cultural, sports, analytical, educational, and other entities;

• to leverage information resources and engage with the media in order to promote the image of public diplomacy as a “soft power” instrument that highlights the attractiveness of international cooperation for peace, fosters an objective understanding of contemporary Russia, its material and spiritual potential, preserves and expands Russia’s linguistic and cultural presence in the world, and strengthens a positive image of Russia abroad;

to harness the intellectual potential of Volgograd State University within the Center’s activities in order to internationalize relevant processes and development across all areas of the university’s work.
